The Delegation of the European Commission to Croatia is looking for a Task Manager, for the Operations Section, to deal with the definition, implementation and follow-up of the pre-accession process in the areas regulated by the EU environmental acquis including water management, waste management, air pollution prevention, nature protection, energy efficiency and renewable energy, GMO, chemicals, etc. in Croatia.

Area of Activity: Environment and Natural Resources.
Category and Career: Local Agent Grade 1.
Overall Purpose:
-To contribute to the definition, implementation and follow-up of the pre-accession process in the areas regulated by the EU environmental acquis including water management, waste management, air pollution prevention, nature protection, energy efficiency and renewable energy, GMO, chemicals, etc.
Functions and duties:
Project Preparation/Procurement
- To support the Commission in the programming process
- To advise on technical and financial aspects of contracts linked to the preparation and implementation of the projects.
- Close co-ordination with other task managers as relevant
- Management of projects (Twinning, service, supply and works contracts) in environment, renewable energy and energy efficiency co-financed by
CARDS, PHARE or ISPA. This includes, i.a.
- Support to tender preparation
- Assessment of tender documentation
- Participation in evaluation committees
- Under DIS, ex-ante control of files coming from CFCU (as initiator)
Monitoring of contract implementation:
- To ensure the follow-up of projects implementation, the performance of contractors and partners, monitoring contractual obligations (via periodic reviews, audits, reporting and assistance, etc), gathering and handling external expertise.
- To deal with horizontal activities and networking aspects of the programme and its projects
- To participate in the monitoring process under DIS
Evaluation and Audit:
- To analyze and assess the results and impact of the programme and its projects, provide feedback, make suggestions for modifications.
Information:
- To participate in the information activities of the Delegation regarding the sectors under his/her responsibility.
Reporting:
- Follow up of sector developments and contribution to the Delegation reporting as far as developments of his/her sector is concerned.
Inter-service co-ordination and consultation:
- To participate in the co-ordination of activities with Commission services and external organisations, in order to ensure the success of the projects and the implementation of the programme.
- Donor co-ordination in the sector
Other activities:
- Perform any other related duties assigned by the Head of Delegation or the Head of Operations Section.
